The "layout.json" file is present in the "Ortho" folder. Its size is 1 KB as in the previous version.

As previously written, the "Layout.json" file from the "Ortho" folder is present in the new version (1 KB)
The "Layout.json" file in the "Main" folder is 77 KB in the old version and 74 KB in the new version.

I don't see a reason why the scenery would not be added to the content.xml.
Maybe it helps to (backup and) delete the content.xml so that MSFS creates it again.

MSFS has generated a new "content.xml" BUT the landscape display does not change and remains on BING.
Only the "Main" file persists in appearing in "content.xml"

In a previous post, I explained that the "ortho" file installed alone (without the "Main" file) worked correctly
It is when the "main" file is installed in the community together with the "ortho" that the tiles disappear leaving room for BING images.
It is therefore the "Main" which could generate this dysfunction ?

I'll check.

Just to tag in here, I've also just noticed the new upgrade to 1.3 and have installed it to find nothing but Bing data for the area. Will give it some jiggling and see if anything makes it work.. but so far delete and remake of content.xml hasn't worked. Remade version of content.xml actually doesn't have ortho registered in there.

There's a reference to FSDG-Mauritius_Ortho_17 in the Layout.json in the MAIN folder. I think this was causing a conflict. I moved the CGL folder into main and the reference worked out and now the ortho loads. Still could use a jazz up around the airport area, especially the water map on final ;)

I remind you that I am running under MSFS.
I tried what JonnyT suggested: Take the "CGL" folder out of the "Ortho" folder and drag it into the "Main" folder.
It didn't work with me, it was always BING imagery that popped up.
I tried another action on the same theme: I copied the "CGL" folder from the old version of the "Ortho" folder and I dragged it into the "Main" folder of the new version.
And there ... Miracle! Hallelujah! It works !
Le Morne Brabant, the relief, the tiles ... everything is correct including the laggon at the foot of Le Morne Brabant ...

We'll look into it again. Might be that we got a redundant line in one of the layout files that might cause that issue.

If you download the new version (v1.4), there should be no more issues with the ortho imagery.
(Available in our partner shops in a few days as well)
