Cape Town upgrade from v1.1 to v2.0

Is it true, as reported by FSElite, that version 2 of Cape Town is available free of charge to owners of the previous version? If so, how does one go about obtaining the new version.

I purchased Cape Town from FSDG Online, but there is no information about upgrading on their site.

I tried that, but the download failed (part download only) and now my download link has been locked. Is there a way for me to get the download link unlocked?
