I sat down tonight and did a lot of testing, if I remove the addon.xml file for fsdg and fsdg-reunion folders p3d v4 does not load.

That is not possible. The 3D night lights are placed to fit the night lighting of the aerial imagery. ORBX lights match the generic land class textures and would not fit the scenery. That is correct. We included AI traffic that no traffic addon features (ultralight aircraft & helicopters). We did not expect anyone want to disable that feature. Fixed after a reinstall.
