I downloaded from flightsim.com another GOBD, yet I was not able, so far, to successfully transfer its traffic file into FSDG product

GOOY (the old airport) also has close to none traffic

in another occasion (Honk Kong, Qatar) I could swap ICAO with the old airport with Airport Inspector, thus preserving the traffic

but...in this case ?

I've just set up GOBD, apparently with no faults, on p3d 4.5, and the airport appears to display correctly

I am using UTL 1.2: regardless of pushing the sliders to max, either in UTL or P3d4.5 options or both, I don't have any aircraft activity, in or out

I've made the first night landing in Nairobi, noticing that there were not centerline lights, either on runway or taxiways

Those settings had to be very low to not see our traffic, which appears at 10% (commercial) / 20% (GA). Glad you found the reason for not seing our AI models. I reached SkyDive, there was not any aircraft then I tried to deactivate UTL in addons, with no result ...until I tried to raise GA traffic in p3d menu to 100%, then SkyDive became populated and animated (I forgot those type of setting, because used to UTL takeover over P3d settings) maybe you might...
